The whole glow in the dark eyes bit is a hallmark of lazy cartoonists everywhere. It's a really lousy way of doing things, but in a setting where some creatures can see in absolute darkness it almost makes sense.
Tiamat is the goddess of evil dragons, not to be confused with the Babylonian mother of all gods. Remember those kobolds mentioned a while back? Traditionally in fantasy literature they work for her. Kobolds are like the rats of the draconic world. They're small, numerous, and unpleasant. Worst of all, they're just about everywhere, and they're always digging underground.
